Is it ok for my 15month old daughter to go in the front seat of a van?

My partner has a van with no rear seats and I was just wondering if I am in work and he has to collect her can he put a forward facing car seat in the van? He would obviously switch off the airbags.. Im just wondering?? I have checked on Google and that and its very vague on what is legal and not legal?? Please answer
