Issuing traffic tickets after the incident?

I was merging into another lane of traffic, not going above the speed limit. When I was merging, the car behind me sped up fast to not let me in. I get over because I was already merging when she was speeding up. I think she took down my license plate. Could I get a ticket still when I didn't cause an accident?
