When someone is driving infront of someone with Syvania Ultra headlight bulbs, would it feel that car in front?

is being high beamed by the car behind it? I wouldn't want to buy Ultra headlight replacement bulbs if everyone feels like I'm high beaming them at night when driving behind them.
